Purpose and Scope

                                     Purpose

The purpose of ESF 13 is to manage and facilitate a coordinated emergency operation through collecting, processing, and disseminating emergency information and disaster intelligence; developing Incident Action Plans (IAP); and coordinating resource support to the locals of Bobsville.

 Scope

ESF 13 acts to meet the Planning/Emergency Management and essential elements of information needs of operations to include the collection and dissemination of critical information, establishing a common operating picture and maintaining situational awareness throughout an incident.

                             Concept of Operations 

During an emergency or disaster, ESF-13 may be activated to support operations and assist with the development of a common operating picture. The scope, scale and magnitude of the threat/incident will dictate which support agencies will be requested for the support of ESF-13 Planning/Emergency Management in the EOC.

                                        General

                                     Plan Activation

When ESF-13 is activated, Bobsville Fire Department will coordinate with other brother and sister agencies to determine the best plan of action. All agencies will work together and provide additional assistance to the Fire Department.

Organization and Assignment of Responsibilities within ESF-13

Coordinating Agencies

The national guard/military affair liaison will work closely with the mayor to provide any assistance that may require additional man power like riots, flooding, or wild fire prevention/protection.

The Mayor’s office will be in charge of making decisions that best fits the citizens of Bobsville. The mayor is overall in charge of Bobsville and will be advised by his official and other agencies like the fire department, police department, and emergency management coordinator.

The emergency management coordinator will directly advise the mayor and will act as the liaison with other upper echelon emergency management coordinators like FEMA.

                             Primary Agencies

The fire department will be responsible for dealing with fires, rescues, and immediate medical emergency within the limits of Bobsville.

The sheriff office will be responsible for order of the city. The sheriff office will prevent any crimes that may take place during an emergency crisis like rioting or looting.

                             Medical Complex

The Medical Complex role and responsibility in an emergency situation is to: provide risk assessment within their sphere of expertise; continue to perform emergency or urgent healthcare functions; contribute to emergency planning; maintain public awareness and arrangements to warn, inform and advise the public of health issues.

                               Support Agencies

The Department of Transportation will post information related to transportation permits, waivers, and other regulations and authorities that are applicable during an emergency

 

The Red Cross emergency response teams are out in the communities, distributing meals and snacks as well as relief items such as tarps, rakes, gloves and more. For people who don’t have homes to return to, the Red Cross and other organizations help them make housing arrangements.

Emergency Response Teams (CERT) members give critical support to first responders in emergencies, provide immediate assistance to victims, organize spontaneous volunteers at a disaster site, and collect disaster intelligence to support first responder efforts.

FEMA supports citizens and emergency personnel to build, sustain, and improve the nation’s capability to prepare for, protect against, respond to, recover from, and mitigate all hazards.
